Meeting
Sharon Community Center
September 6, 2012

Peg Arguimbau Chairman, Elizabeth McGrath, Hank Langstroth, Keevin Geller, Linda Orel, and
Stephen Cremer were the members present. Conservation Commission Member, Christine Turnbull,
was absent from the meeting. The Conservation Administrator, Greg Meister, was also present.

7:45 p.m.: RDA Public Hearing filed by Edward Fistel for the proposed addition to an existing single-family house at 132 Ames Street:

The Applicant, Mr. Edward Fistel, appeared before the Commission. He submitted a proposed plot plan dated September 4, 2012, the green abutter cards, and architectural drawings concerning his proposed project. The Request for Determination Application form for the proposed project has not yet been filed with the
Commission due to a miscommunication between the Applicant and his Architect, Hagit Levy. The Applicant explained to the Commission that the material of the existing deck consists of non-pressure treated wood and is deteriorating.  He explained to the Commission that he previously started his proposed project without realizing that it was necessary to obtain approval from the Building Department. He immediately stopped all of his proposed work once he was notified by the Building Inspector, Joe Kent. Subsequently, the proposed project
has been approved by the Building Inspector and a permit was issued to the Applicant.
The following is the scope of the Applicant’s proposed project:
  • The Applicant proposes to replace an existing wood deck and a 15’4”x18’ concrete pad with a 15’4”x18’ three season screened porch on the back portion of an existing single-family house.
  • The proposed installation of an asphalt shingle roof with a ridge vent for the three season
      screened porch.
  • The proposed installation of aluminum gutters and downspouts to match the existing house.
  • The Applicant is considering the installation of a sono tube foundation for the construction of the three season porch.
The Conservation Administrator explained that he has inspected the proposed project site and the proposed addition does not encroach further into the wetlands than the foundation of the pre-existing deck.
It was the consensus of the Commission to continue the hearing for the Applicant’s proposed project until the Applicant files a Request for Determination Application form with the Commission.
Peg called for a motion to continue the hearing until September 20, 2012 at 7:45 p.m.
Keevin Geller moved. Hank Langstroth seconded. Voted. 6-0-0. Unanimous.

8:00 p.m. RDA Public Hearing filed by Peter Morrison for the proposed addition to an existing single-family house at 102 Bullard Street:

David Oberlander, P.E., from B.D.O. Engineering appeared before the Commission to represent the Applicant. The Applicant’s Architect, Hagit Levy, was also present. David Oberlander submitted a proposed revised Plan entitled, “Plot Plan for the Proposed Addition at 102 Bullard Street, Sharon, MA” 8/6/12 last date revised.
The proposed project includes the construction of a 12’ x 15’ addition in the area of an existing deck and a proposed 12’ x 16’ deck on top of an existing concrete pad. David Oberlander explained to the Commission that the initial proposed plan was revised to modify the size of the proposed deck from 12’ x 12’ to 12’ x 16’ to match the size of the existing concrete pad. All of the proposed work lies within the existing lawn area of the proposed project site. There is a wooded wetland area existing on the southeastern side of the proposed project site. The proposed project does not encroach further into the wetlands than the existing foundation of the single-family house. There will be no increase in any potential stormwater runoff from the proposed project. The proposed haybale/siltfence line submitted on the proposed plan represents the proposed limit of work area for the Applicant's proposed project.

The Commission agreed to approve the Applicant’s proposed project per submitted plan with the following Special Conditions:
  •  The Applicant shall install the proposed haybales/siltfence along the approved limit of   work area as defined on the submitted plan.
  •   The Applicant shall contact the Conservation Administrator before starting the proposed      project for inspection of erosion control measures.   
Peg called for a motion to close the hearing per submitted revised plan and to issue a Negative Determination to the Applicant with the Special Conditions as discussed.
Hank Langstroth moved. Stephen Cremer seconded. Voted. 6-0-0. Unanimous.

8:15 p.m. Old/New Business:

- The Board of Health agreed to perform testing of the levels of phosphorous, pesticides, and herbicides in Lake Massapoag as requested by The Conservation Administrator, Greg Meister and the Chairman of the Lake Management Committee, Cliff Towner due to the lack of weed beds and algae columns in the Lake.They were also concerned with the historically low bacteria readings of the Lake.
The Commission reviewed the Lab Analysis report from G & L Laboratories dated August 31, 2012
regarding the water samples collected from Lake Massapoag.
The test results showed low levels of phosphorous, pesticides, and herbicides. The only issue seems to be an uncertainty as to why the Lake is nutrient poor this year.
Stephen Cremer commented that it would be interesting to review the total rainfall in Sharon during the time leading up to the recent tests performed in the Lake. He indicated that the unusual rainfall patterns could have an affect on the Lake.
The Commission agreed that the Lab Analysis Report from G & L Laboratories contains valuable informationand would be interested in the Board of Health performing a Lab Analysis Report of the Lake on an annual basis.  

-The Commission reviewed Mass Highway’s upcoming project concerning I-95 stormwater improvements within the Neponset River Watershed. Mass Highway is currently beginning a preliminary assessment of the Neponset River at I-95. The proposed project involves approximately 200 feet of property in Sharon.

-Eli Blumen’s proposed Eagle Scout Project at Mann’s Pond:
Peg presented the Commission with updated information concerning Eli Blumen’s proposed Eagle Scout Project that involves the installation of granite benches in a gravel bed at the Mann’s Mill/Pond Recreational site, improvements to the existing trail loop, and an informational kiosk to identify the historical aspects of the Mann’s Pond area. Kevin Weber from the DPW and members of Boy Scout Troup 95 plan to assist Eli with his proposed project.
The members of the Commission reviewed a packet of information provided by Eli Blumen that included a sketch of the proposed installation of granite benches and a gravel bed. The following is the scope of his
proposed project scheduled for this weekend:
  • Start date – Saturday, September 8, 2012, from 8 a.m. to 4:00 p.m.
  •  Weeding and excavation work for the gravel bed and the granite stone bench legs. The bench legs are proposed to be installed at a later work session.
Eli proposes to coordinate with Kevin Weber concerning the proposed improvements along the existing trail loop at a later date. Eli will report back to the Commission with updated information following the work he accomplishes this weekend regarding his proposed project.

  • The Commission reviewed an invoice from Miller Engineering dated August 17, 2012,
    concerning the completion of an ANR Plan for the Horizons for Youth site on Lakeview St.
    It was the consensus of the Commission to forward the invoice to the CPC for payment.
